Harold has specialized in the treatment of addiction for the entertainment, legal and medical communities for the past 28 years.

From 1993 to 1999 he was the Programme Director of the Exodus Treatment Center located in Marina Del Rey, CA and has served as a consultant for the State of California’s Impaired Physicians Programme, implementing substance abuse treatment strategies for physicians who were either mandated to enter a programme or volunteered to undergo treatment.

In 1999, Harold was hired by the MusiCares Foundation, the charity arm of the National Academy of Recording Arts & Sciences (GRAMMY Organization) as the Senior Director of the MusiCares/MAP Fund where he is responsible for the implementation of all aspects of its addiction recovery programme, including treatment services, case management and provider contracts. Mr. Owens is also a frequent moderator and panelist at a number of national music industry conferences that address the problems of addiction in the music and entertainment industries.
